Commissioner and committees

The Community and Public Health Advisory Committee conducts the business of the Community and Public Health Advisory Committee (CPHAC) and Disability Support Advisory Committee (DSAC).

The Community and Public Health Advisory Committee considers and advises the Commissioner on:

1. How equity may be achieved and work prioritised to best achieve it;
2. How radical improvement in Maori health outcomes may be achieved and work prioritised to best achieve it;
3. How across the health landscape coherence may be achieved which is characterised by strong partnerships including with primary care, community care, iwi and Kaupapa Maori providers;
4. The needs of the population;
5. Any factors that may adversely affect the health status of the population;
6. Priorities for use of health funding across both externally funded services and services delivered by Waikato DHB, including decisions on the adoption or otherwise of particular technologies and procedures by Waikato DHB;
7. The initiation, monitoring and termination of contracts by which health funding is delivered including related procurement processes;
8. The monitoring of externally funded providers to ensure probity and effectiveness;
9. Strategic planning processes for Waikato DHB;
10. Its findings on detailed investigation of particular problems, challenges or issues coming within the Committee’s scope;
11. Issues that the Committee is directed by the Commissioner to examine including mitigation of particular risks;
12. Progress in implementing specific programmes and projects; and
13. When opportunities to advocate and make submissions on matters coming within the scope of the Committee should be taken up, and on the content of such advocacy/submissions.

The business of the Disability Support Advisory Committee is conducted through the Community and Public Health Advisory Committee.

The Disability Support Advisory Committee considers and advises the Commissioner on:

1. How equity may be achieved and work prioritised to best achieve it;
2. How radical improvement in Maori health outcomes may be achieved and work prioritised to best achieve it;
3. The disability support needs of the population;
4. The priorities for use, of the disability support funding agreed by the Commissioner to be within the Committees scope;
5. Practical improvements the Waikato DHB could make across the breadth of its activities to promote the inclusion and participation in society, and maximise the independence of people with disabilities;
6. Its findings on detailed investigation of particular problems, challenges, or issues coming within the Committee’s scope;
7. Issues that the Committee is directed by the Commissioner to examine, including mitigation of particular risks;
8. Progress in implementing specific programmes and projects; and
9. When opportunities to advocate and make submissions on matters coming within the scope of the Committee should be taken up, and on the content of such advocacy/submissions.

Disability Support Advisory Committee

The Hospitals Advisory Committee considers and advises the Commissioner on:

1. How equity may be achieved and work prioritised to best achieve it;
2. How radical improvement in Maori health outcomes may be achieved and work prioritised to best achieve it;
3. How institutional racism and unconscious bias may be addressed in the delivery of services by Waikato DHB;
4. Strategic issues relating to the provision of hospital services and other services directly delivered by Waikato DHB;
5. Other issues arising from oversight of hospital and other services as presented in executive reports;
6. Its findings on detailed investigation of particular problems, challenges, or issues coming within the Committee’s scope;
7. Issues that the Committee is directed by the Commissioner to examine, including mitigation of particular risks;
8. Progress in implementing specific programmes and projects; and
9. When opportunities to advocate and make submissions on matters coming within the scope of the Committee should be taken up, and on the content of such advocacy/submissions.
